Three levels:
Web UI includes what you need for the camp administration. It is to be used by camp admin, camp volunteers, and troop/patrol leaders. Run it on a computer or tablet.
Mobile App is similar to Web UI, with where, what, who, and when functionality in an app interface. Labels can be translated into the local language. It is possible to adapt colours and branding. Run it on a smartphone or tablet. It is to be used by camp volunteers and troop/patrol leaders.
It is also possible to open up the mobile app to participants. Participants will then be able to edit and see the information relevant to them. It is also possible to add interactive functionality such as a friends list, feedback on activities and food, flag left-overs to minimize waste of food, etc.
Too consider:
Internet access. Most scout camps are at locations with limited access to the Internet. This is possible to fix, but it is not financially feasible for many scout camps, which is why a participant app makes less sense.
Integration. Some integration towards an organizer back-end system is expected. However, an integration can be as simple as manually uploading a flat file with data.
Cost. Planning, executing and coordinating all scout camp activities is always associated with a cost in time or system support. Time is invested by camp staff and camp volunteers, and participants typically finance system support.
